Digital sovereignty has moved from a policy slogan to a practical governance question. On 3 June 2026, the European Commission presented the European Technological Sovereignty Package, a set of measures aimed at strengthening Europe’s capacity in semiconductors, AI, cloud and open source, while reducing reliance on non-EU providers for critical digital technologies. The package includes two legislative proposals — the Chips Act 2.0 and the Cloud and AI Development Act — as well as an EU Open Source Strategy and a Strategic Roadmap for Digitalization and AI in Energy.
For boards, the question is not whether companies should become fully “sovereign” or self-sufficient. Rather, it is how organizations should understand and manage their exposure to critical digital dependencies — including cloud infrastructure, AI systems, data flows, software supply chains, cybersecurity risks and geopolitical disruption. This makes digital sovereignty a board-level issue linked to resilience, risk appetite, competitiveness, compliance and long-term strategic choice.
The discussion will also focus on the questions boards are asking, the challenges they face, and what good practice looks like when it comes to assessing digital autonomy and resilience.
